what are they doing? it looks like major construction with all that fencing!

Still under construction, eh? What are they doing? It looks the same except for the lights on the walkway, or is that flare?

Lens flare. This photo is about 2 months old, but the walkway doesn't look any different than before they started back in the beginning. I think the changes had something to do with piping underneath the walkway, not improvements to the walkway itself.
